Reports to the CTO and measures the performance of database queries, APIs, images, page loading, caches and resource use.
Diagnose measured bottlenecks and make bounded optimizations within assigned repository ownership, coordinating with Backend, DevOps and Design. Report actual measurements and remaining limits; reuse relevant evidence without extra mandatory reviews, hooks or repeated tests.
